Bill 43 — The Municipalities Modernization and Red Tape Reduction Act

Amends The Cities Act, The Municipalities Act, and The Northern Municipalities Act, 2010 to modernize governance rules, reduce administrative burden, and update processes for assessments, appeals, and municipal boundary changes.
- Allows councils to appoint a non-voting Indigenous advisor to council, similar to existing youth member provisions
- Requires councils to offer orientation training to members after each general election
- Extends the waiting period for resubmitting a rejected municipal boundary application from one year to three years
- Requires cities and municipalities to publish financial statements, public accounts, minutes, and bylaws online starting September 1, 2027
- Makes harassment under The Saskatchewan Employment Act a violation of a municipality's code of ethics
- Protects municipal employees from reprisal for reporting wrongdoing to the Information and Privacy Commissioner
- Removes authority to create new additional service areas and special service areas, replacing them with other legislative tools
