Bill 44 — The Co-operatives Act, 2025

Replaces Saskatchewan's current co-operatives law with a new comprehensive Act governing how co-operatives are formed, financed, governed and dissolved.
- Sets out rules for incorporating, naming, and governing co-operatives including one-vote-per-member and no-proxy-voting principles
- Establishes requirements for shares, member loans, dividends, and distribution of surplus among members
- Creates rules for directors, officers, meetings, financial disclosure, and member remedies against unfair treatment
- Adds specific frameworks for consumer, housing, employment, health care, and multi-stakeholder co-operatives
- Allows extraprovincial co-operatives to register and operate business in Saskatchewan
- Provides for investigations, offences, and penalties for non-compliance with co-operative rules
- Repeals the existing Co-operatives Act and a related Act, with consequential amendments to other statutes
