Bill 47 — The Response to Illicit Drugs Act

Creates new legal tools letting the Saskatchewan government and individuals sue drug traffickers to recover health and other costs caused by illicit drugs.
- Lets the Government directly sue people who traffic, import or produce illicit drugs to recover health care and related costs
- Allows the Government to claim costs on an aggregate, population-wide basis without identifying individual patients
- Creates a new legal wrong (tort) letting individuals sue for injury, illness or death caused by illicit drugs
- Sets up rebuttable legal presumptions that make it easier to prove a drug caused harm or costs
- Lets courts assign liability among multiple defendants based on their share of risk contribution
- Allows government appointments, grants and contracts to be cancelled if the person is convicted of a drug trafficking offence
- Blocks lawsuits against the Government for cancelling such appointments, grants or agreements under this Act
