Amends Saskatchewan's referendum law to prevent the government from initiating a vote on seceding from Canada and to raise the petition threshold for such a vote.
- Bars the Government, Lieutenant Governor in Council, or Legislative Assembly from starting a plebiscite or referendum on Saskatchewan leaving Canada
- Requires any citizen petition for a secession plebiscite to be signed by at least 30% of electors
- This raises the signature threshold above the normal rule for petitions under the Act
- Adds a new section 2.1 to The Referendum and Plebiscite Act
- Takes effect immediately upon receiving Assent
