Bill 608 — The Rent Control Act, 2025

Amends The Residential Tenancies Act to cap most rent increases at an annual guideline and set limited exceptions.

  • Limits rent increases during a tenancy to a yearly guideline set by the government
  • Guideline is based on Saskatchewan's Consumer Price Index change, published by August 31 each year
  • Landlords and tenants can agree to higher increases in exchange for capital upgrades or added services
  • Exempts hotels, motels, caretaker and employee units, and boarding house rooms from the rent cap
  • Exempts new buildings from rent control for 5 years after first occupancy
  • Allows landlords in buildings with 4 or more units to raise rent on a vacated unit up to the average rent of comparable units
  • Takes effect immediately upon receiving assent
