Bill 612 — The Lower Power Bills and Car Insurance Act

Requires the government to reject proposed 2026-2027 rate increases from SaskPower and SGI and freeze their rates at January 1, 2026 levels.

  • Minister of Crown Investments Corporation must disregard SaskPower's proposed 2026 and 2027 rate increase
  • Minister must also disregard SGI's proposed 2026 and 2027 rate increase
  • Rates for both corporations are frozen at their January 1, 2026 levels
  • Freeze continues until the Rate Review Panel gives recommendations to the Lieutenant Governor in Council
  • Starting one year after the Act takes effect, the Minister must publish a five-year rate increase projection annually
  • Projection must cover each subsidiary Crown corporation held by Crown Investments Corporation
  • The Act takes effect immediately upon receiving Assent
