Bill 620 — The Restricting Property Controls for Grocery Stores and Supermarkets Act
Introduced on 2026-04-21 · Sponsor: Carla Beck
Voids restrictive covenants and exclusivity clauses that prevent land from being used for grocery stores or supermarkets.
- Makes any new property control blocking grocery store or supermarket use void once the law takes effect
- Voids existing restrictive covenants and exclusivity clauses unless the Minister specifically exempts them
- Lets the Minister exempt pre-existing clauses only if they don't unduly hurt competition and serve the public interest
- Exempts government, municipal, zoning-based, and building-scheme restrictions from the ban
- Automatically removes exclusivity clauses that block supermarket use when held by someone other than a supermarket owner or related person
- Defines grocery stores as at least 280 square metres and supermarkets as at least 929 square metres
- Allows the government to make further regulations defining terms and exempting certain classes of clauses
