Amends Saskatchewan's child care law to add new facility types, change size limits, and set ownership and parent-involvement rules.
- Creates a new licensed facility type called an alternative child care services centre
- Creates a new category called preschool for care of up to 3 hours a day
- Raises the maximum children in a group family child care home from 12 to 16
- Restates family child care home limit as 8 children
- Limits most applicants to having an interest in no more than one other facility
- Requires licensed preschools to have a parent-majority board or a parent advisory committee
- Allows the minister to exempt a licensee from parent involvement rules in cases of undue hardship
